He was the third child and the second son of John Higgins Duvall Howard and Mary Greenwood Smith. He was the great-great grandson of Colonel John Eager Howard.
He received his A.B. degree at the Princeton University in 1924. He was the captain of the tennis team at Princeton.
He was described as a "lean-bodied, sandy-haired terror of the tennis court."
He played tennis beyond his 70th birthday until a shoulder injury forced him to put aside his racquet.
He graduated from the Johns Hopkins School of Medicine in 1928.
He was a prominent Baltimore physician. He married Lucy James Iglehart on June 30, 1928.
