De Neve started playing football in the youth of Quick in The Hague. His career at the highest level started at the military sports association Velocitas in Breda. In 1905 he transferred to HBS in The Hague, with which he immediately became national champion. It remained for De Neve with this one season. Due to his placement with the colonial army in the Indies, his football career was already ended at the age of 21. A knee injury also made it difficult for him to play football at the end of his career.

When the first official international match (Belgium-Netherlands, in the Beerschot stadium in Antwerp) was played on April 30, 1905, De Neve was one of the few players who did not come from the circle of acquaintances of national coach Cees van Hasselt. He became the first star that Dutch football produced: in the 80th minute he scored the first goal, 0-1. Six minutes later it was equalized by an own goal by Ben Stom. Because a prize ("the copper thingy") was played and the match had to yield a winner, there was twice an extra fifteen minutes. In it, De Neve scored three more times. After the final whistle, he was carried off the field in triumph by spectators.

These four goals for a debutant is a record for the Dutch national team to date. Faas Wilkes equaled the record in an international match against Luxembourg in 1946.

In the return, two weeks later in Rotterdam, he contributed with a goal to another victory: 4-0. De Neve played his third and final international match on 13 May 1906, a 2-3 home defeat against Belgium.

Died in a Japanese camp.
