He was the son of the Minister of the Interior and Agriculture and (later) State Council Jan Kan and brother of the cabaret artist Wim Kan. Jan Kan studied Dutch law at the University of Leiden.
Kan had a career as a civil servant, becoming Secretary General of the Ministry of the Interior in 1954. He then followed in his father's footsteps and became a member of the Council of State from 1959 to 1980. In 1971 he was a member of the State Advisory Committee on the Constitution and Elections Act as a non-party expert. Within the Council of State, Kan was chairman of the Disputes Board Department from 1 November 1976 to 15 January 1980.
The universities of Groningen, Rotterdam and Utrecht (twice) offered him a chair, for which he always thanked. Nijmegen offered him an honorary doctorate, for which he also declined. He considered himself a practitioner lawyer and not a scholar. [1]
Kan was a member of the State Advisory Committee on the Constitution / Elections Act, the so-called State Committee-Cals / Donner and of dozens of other state-government and advisory committees. He has published hundreds of articles in legal journals, especially the Juristenblad, Gemeentestem, Administrative Sciences and De Nederlandse Gemeente.
