John H.E. Hart attended Raphoe School in Raphoe, County Donegal, before going on to Trinity College, Dublin, where he studied engineering.

After leaving Trinity College, Dublin, in 1852, Mr Hart gained some practical experience and joined the Bombay Public Works Department in 1855. He passed through the grades of District Engineer, Executive Engineer, and Superintending Engineer, until he attained the rank of Chief Engineer, first class, retiring in 1888, after 33 years’ service. During this period, he was occupied on a great variety of work, including reclamation, building, irrigation and harbour work at Bombay, Dharwar and Karaclli, and in Sind and other places.
