Carel van Rappard was a lawyer and diplomat. He was born in 1874 in Assen, the capital of Drenthe, the son of Jan Carel Jacob van Rappard (1837-1915) and Margaretha Johanna Carolina Snouckaert van Schauburg (1840-88).

Carel van Rappard attended a grammar school in The Hague. After receiving his doctorate in law from the University of Utrecht in 1899, he became a lawyer in The Hague, and from 1916 to 1917 was Head of the Department of Foreign Affairs.

From 1920 to 1923, he was a Legation Councillor in Berlin. In the years 1925-29, he was Envoy Extraordinary and Minister Plenipotentiary in Rio de Janeiro, and subsequently in Bucharest (1929-1934) and Berne (1934-37). His last post was in Berlin again. From 1934 until his death in 1938, he was Permanent Representative to the League of Nations.

In 1899, a group of notables led by van Rappard had founded the Dutch Lawn Tennis Association, which would later become the Royal Dutch Lawn Tennis Association. As a professional player, he twice became national tennis champion of the Netherlands: in 1900, he won the men’s doubles event with Leonardus Trip, while in 1901 he won the men’s singles event.

From 16 March 1914 to 4 April 1918, van Rappard had been the first chairman of the Dutch Golf Committee, which later became the Dutch Golf Federation. He died in August 1939 at the age of 64.

Carel van Rappard sometimes took part in tournaments under the pseudonym "S.P. Eler"; the word "speler" means "player" in Dutch.
